After continuously requesting this film in good quality, I finally found it on this Italian website called HDMRS and it happened to be on Mega. The subtitles included with the file are in Italian so download the English ones below and rename the sub .srt file to "La Dolce Vita". Also this is NOT the Criterion release of the film but it's still great quality.
